MOTOR VEHICLE REGISTRATION LICESNSING

All motor vehicles in Namibia whether or not used on the public road must be registered unless specifically exempted by legislation. Registration for a motor vehicle must be made within 21 days from the date when acquired.

Requirements for motor vehicle Registration

What is needed when motor vehicles acquired within Namibia must be registered (Used motor vehicle):

  • You need the Certificate of Registration in respect of the motor vehicle from the previous owner/ seller.
  • Motor Vehicle must be cleared by Namibia Police and Clearance Certificate must be issued.

What is needed if motor vehicle acquired from a deceased estate needs to be registered, and in addition to the above:

  • A letter from the executor of the estate

If acquired from judicial attachment in execution, addition to the Police Clearance and Certificate of Registration, the following must be submitted:

  • Letter from Messenger of the court;
  • Tax invoice containing the full particulars of motor vehicle;
  • A copy of the Warrant of Execution; and
  • A copy of the Notice of Sale

What is needed when a used motor vehicle acquired outside Namibia must be registered:

  • A Certificate of Registration in respect of that motor vehicle from the country of origin.
  • If vehicle is from any SADC country, a SARPCCO (Southern Africa Regional Police Chiefs Cooperation Organisation) must be submitted from that country.
  • If vehicle comes from a country other than SADC, a Namibia Police clearance is required.
  • A proof of compliance with the provision of Customs and Excise legislation (details to be obtained from Customs and Excise office of the Ministry of Finance).

What is required if brand New motor vehicle acquired outside Namibia must be registered:

  • A manufacturer certificate (containing the chassis no, tare, colour, description of the vehicle, make, series name, etc) from the manufacturer of the motor vehicle must be submitted;
  • In addition, proof for compliance with Customs and Excise legislation.

Motor Vehicle Licensing

Every motor vehicle in Namibia must be licensed whether it is operated on a public road or not, unless exempted in terms of legislation. Licensing for motor vehicle must be done within 21 days from the date when it was acquired.

What is required to licence a Motor Vehicle:

  • A certificate of roadworthiness is required before motor vehicle can be licensed. The certificate of roadworthiness must be obtained from the Testing Centre.
  • Appropriate fees must be paid as contemplated in schedule 1
